The U.S. Embassy in Seoul, Korea is seeking an individual for the position of Field Technical Officer (Information Technology Support) in the Open Source Center.
BASIC FUNCTION OF POSITION
For LHS-8 (Trainee level):
1. With guidance, install and update bureau software applications and databases.
• As instructed, install and test new COTS (i.e. multimedia tools) software and USG-developed systems applications in response to headquarters engineering requests.
• With guidance, create and maintain computer system documentation.
• Set up standard equipment and computer accounts for employee use, performing or ensuring proper installation of cable, operating systems, and appropriate software.
• Follow established project plans for installations and updates, using project management principles.
2. Perform routine maintenance functions on bureau computer systems.
• As directed, perform routine system and LAN maintenance.
• Monitor bureau network and workstation(s) performance to determine whether it is functioning properly; with guidance, determines if adjustments need to be made.
• Diagnose and solve straightforward software and database problems.
• Diagnose and solve straightforward problems with computer hardware and peripherals.
• Diagnose and solve straightforward LAN problems.
• Help maintain server backups for data recover/integrity.
• Help maintain security on bureau’s computer networks, updating virus protection software.
• With guidance, maintain inventory of bureau IT equipment and software licenses and provides reports and lists in response to headquarters requests as needed.
• As directed, conduct research to find specific information related to vendors, products, or pricing to support procurement decisions.
• Keep accurate maintenance logs.
3. Provide direct user support on bureau computer systems and software.
• Provide users with instructions on commonly used system (i.e., Microsoft Office), preparing written instructions when necessary.
• Provide constant floor support to users, troubleshooting and solving user software problems as needed; assist users with file transfers between systems and handling of multi-media files.
• Support independent contractors with common or straightforward technical matters related to the USG system.
• With guidance, provide TDY visitors with IT support as required.
4. Develop relationships with colleagues and customers.
• Initiate relationships with colleagues in the local work unit to enhance ability to perform job.
• Maintain positive working relationships with US staff officers and locally employed staff contacts at local embassy.
5. Develop knowledge and skills through guided and self-initiated development activities.
• Learn about work unit and organizational IT systems and architecture.
• Learn organizational policies and regulations and State Department policies applicable to work unit and specified duties.
• Attend training to increase professional competency; obtain professional certifications as needed.
• Participate in on-the-job training and mentoring, seeking to improve own knowledge and sills.
For LHS-9 (Developmental level):
1. Install and update bureau software applications and databases.
• Participate in installation and testing of new COTS (i.e. multimedia tools) software and USG-developed systems applications in response to headquarters engineering directives.
• With guidance, integrate COTS software and modifies and enhances databases (e.g. new Notes views, new files) into computer systems within specified parameters as requested by office management and coordinated with and approved by Headquarters Engineering.
• Create and maintain computer system documentation.
• Set up equipment and computer accounts for employee use, performing or ensuring proper installation of cable, operating systems, and appropriate software.
• Plan well defined aspects of technical projects such as system upgrades using project management principles.
• With guidance, support bureau operations during contingency situations, installing and configuring computers and other IT equipment at locations outside the bureau. Provide IT support to users during such emergency situations.
2. Perform maintenance functions on bureau computer systems
• Perform routine system and LAN maintenance.
• Monitor bureau network and workstation(s) performance to determine whether adjustments need to be made.
• Diagnose and solve software and database problems
• Diagnose and solve problems with computer hardware and peripherals.
• Diagnose and solve LAN problems.

• Maintain inventory of bureau IT equipment and software licenses and provide reports and lists in response to headquarters requests as needed.

3. Provide direct user support on bureau computer systems and software.
• Participate in user training on new systems, preparing written instructions when necessary.

• Provide technical support related to USG systems to independent contractors.
• Provide TDY visitors with IT support as required.
4. Develop relationships and sustain networks with local and international colleagues and customers.
• Initiate and sustain relationships with colleagues around the world (for example, US staff engineers, regional engineers, systems administrators) to enhance ability to perform job.
• Maintain positive working relationships with US staff officers and locally employed staff contacts at local embassy.
• Participate in development and maintenance of customer relationships, often as part of a team with US staff.
• Monitor customer requests.
5. Develop and maintain knowledge and skills through guided and self-initiated development activities.
• Learn increasingly more sophisticated details of work unit and organizational technical systems and architectures.
• Learn organizational policies and regulations and State Department policies applicable to work unit and increasing scope of duties.
• Attend training to increase professional competency; maintains professional certifications.

• Develop basic skills in engineer’s areas of responsibility to provide back up support during engineering personnel absences.
For LHS-10 (Full performance level):
1. Install and update bureau software applications and databases.
• Install and test new software applications in coordination with headquarters engineering directives.
• Develop and integrate software and database modifications or enhancements into computer systems within specified parameters as directed by Headquarters Engineering.
• Create and maintain computer system documentation.
• Set up equipment and computer accounts for employee use, performing or ensuring proper installation of cable, operating systems, and appropriate software.
• Plan straightforward technical projects such as system upgrades using project management principles.
2. Perform maintenance functions on bureau computer systems.
• Perform routine system and LAN maintenance.
• Monitor network performance to determine whether adjustments need to be made.
