Transportation Letters

Permanent Resident Cards (commonly known as green cards, Form I-551 or Alien Registration Cards) can only be issued or replaced inside the United States by the Department of Homeland Security, Citizenship and Immigration Services. No DHS office outside the U.S. can issue replacements. If you left your green card in the United States, you should ask friends or relatives to send it to you by express mail.

If you have lost your green card, if your green card is expired or if you never received your green card, DHS-Seoul may be able to issue you a transportation letter to permit you to return to the United States. In order to issue such a letter, DHS must confirm your resident alien status.

To apply for a transportation letter send a completed application package addressed to DHS/ICE via an Embassy approved courier company. The couriers will pick up your application materials from your home or office and deliver it to the Embassy.

If you are military or civilian U.S. government personnel or dependent you may mail your completed application through the Military Postal System (MPS) to:

DHS/ICE, American Embassy, Unit 15550, APO AP 96205-5550

When your application is received a DHS representative will contact you to arrange an appointment for an interview and issuance of a letter. To avoid delays in interviews and issuance, be sure to include all documentation and information listed on the application checklists below.

The normal processing time for transportation letter applications is two weeks (ten work days). If you do not know your alien registration number, it can take longer.



Lost/Stolen Green Cards

If your Green Card was lost or stolen while abroad you should provide the following documents and information for issuance of a Transportation Letter:

  • Completed Application for Transportation Letter.

  • Your Alien Registration Receipt Card number.

  • Completed Form I-90, Application to Replace Permanent Resident Card along with a fee of $190.00. (Note: will be assessed at the time of your interview. Please bring cash or money order only -- Do not send fee with application package).

  • Three passport style photographs of the applicant

  • Proof of date of last departure from the United States to include copies of applicant’s passport photograph page and arrival-departure stamps.

  • Applicant’s Korean Immigration Entry/Exit record.

  • Police report detailing the loss/theft of applicant’s green card with English translation.

  • Copy of Military/Government orders if applicant is a dependent of a U.S. government employee.

  • Evidence of travel arrangements indicating airline and first port of arrival in the United States. Evidence may include photocopies of airline tickets or copy of reservation confirmation.

  • Contact Form.

 

Green Card Not Received

If you are a resident of the United States but have not yet received your green card you should provide the following documents and information:

  • Completed Application for Transportation Letter.

  • Your Alien Registration Receipt Card Number

  • Three passport style photographs of the applicant

  • Proof of date of last departure from the United States to include copies of applicant’s passport photograph page and arrival-departure stamps.

  • Applicant’s Korean Immigration Entry/Exit record.

  • Copy of Military/Government orders if applicant is a dependent of a U.S. Government employee.

  • Evidence of travel arrangements indicating airline and first port of arrival in the United States. Evidence may include photocopies of airline tickets or copy of reservation confirmation.

  • Contact Form.

Expired Green Card

If you are a Legal Permanent Resident with an expired 10-year green card you may travel to the United States with your expired card. If you are a conditional resident with an expired 2-year card you will require a transportation letter. To apply for a transportation letter you should provide the following documents and information:

  • Completed Application for Transportation Letter.

  • Your Alien Registration Receipt Card number.

  • Three passport style photographs of the applicant

  • Proof of date of last departure from the United States to include copies of applicant’s passport photograph page and arrival-departure stamps.

  • Applicant’s Korean Immigration Entry/Exit record.

  • Copy of Military/Government orders if applicant is a dependent of a U.S. Government employee.

  • Evidence of travel arrangements indicating airline and first port of arrival in the United States. Evidence may include photocopies of airline tickets or copy of reservation confirmation.

  • Contact Form.



LPR Child Born Abroad

Immigration law allows a transportation letter to be issued to a child born subsequent to the issuance of an immigrant visa to his or her accompanying mother, or to a child born during the temporary visit abroad of a mother who is a lawful permanent resident of the United States, provided that: the child's application for admission to the United States is made within 2 years of birth; the child is accompanied by his or her mother who is applying for readmission as a permanent resident upon the first return of his or her mother to the United States after the birth of the child; and his or her accompanying mother is found to be admissible to the United States.

  • Family Census Register which includes your baby's name

  • Your obstetric medical treatment record/chart issued by obstetrician/hospital

  • Copy of husband's passport and his Korea entry/exit record

  • Mother’s Alien Registration Receipt Card Number

  • Three passport style photographs of the child

  • Proof of date of last departure from the United States to include copies of applicant’s passport photograph page and arrival departure stamps.

  • Applicant’s Korean Immigration Entry/Exit record.

  • Child’s birth certificate or Family Census Register with English translation.

  • Evidence of travel arrangements indicating airline and first port of arrival in the United States. Evidence may include photocopies of airline tickets or copy of reservation confirmation.

  • Contact Form.
