ASSISTANT SECRETARY HILL:  As you know this was... we had some very ambitious plans for this round. Unfortunately we're not able to complete some of the things we wanted to do. We worked very hard on verification but ultimately were not able to get an agreed verification protocol.

ASSISTANT SECRETARY HILL: I would say there was a lot of agreement really among a majority of the delegations there, but ultimately the DPRK was not ready really to reach a verification protocol with all the standards that are required.

ASSISTANT SECRETARY HILL:  A number of us, especially the US and Russian delegations, we have a lot of familiarity with what these things look like and what the standards should be. So we tried to acquaint the DPRK with those standards and ultimately couldn't get it done during this round.
